The Commission is providing coordination, oversight, leadership and strategic vision for HIV response in the country. Somaliland National Aids Commission (SOLNAC) HIV program, funded by the Global Fund through United Nations Children's Emergency Fund (UNICEF), in SOM-H-UNICEF program in bases of reducing HIV infections and HIV-related mortality among Somalis for the period of January 1, 2021, to December 31, 2023. Under the New Funding Request, Somalia has been successful in securing funds from the GFATM and other donors, with UNICEF as the Principal Recipient (PR) of the HIV, malaria, and resilient and sustainable systems for health (RSSH) grants. In bases of the national strategic plan 2021–2023, (NSP) was developed to guide its response to HIV and AIDS and to support a well-coordinated, evidence-based, and contextualized national response to the HIV epidemic in Somaliland. The HIV NSP provides detailed information on key strategies and priority actions and describes key impact outcomes, coverage building, epidemiological data, and existing structural, legal, and other barriers to accelerate and end AIDS. SOLNAC Advocacy program framework seeks to improve mainstreaming of the HIV response into the capacity building and institutional development initiatives, and promoting human rights and gender equality, as outlined in the UNTP. The framework has adopted recommendations of the IASC clusters on HIV interventions in emergence settings.
